The Maritime and Port Authority of Singapore (MPA) signed two Memoranda of Understanding (MoU) at the Accelerating Decarbonization and Digitalization Conference during Singapore Maritime Week 2024.
TThe first Memorandum of Understanding signed between MPA, Estonia-based Tallinn University of Technology (TalTech), Foundation CR14, Singapore Maritime Institute (SMI) and Singapore University of Technology and Design (SUTD) focuses on cyber security in the maritime industry. is intended to strengthen. Joint cybersecurity research and development, testbed and skills training projects.
The second MOU signed between MPA, Singapore Shipping Association (SSA), Singapore Institute of Technology (SIT) and SUTD aims to improve cybersecurity collaboration and information sharing among maritime companies, develop maritime cybersecurity capabilities, The purpose is to strengthen the cybersecurity talent pipeline.
A key area of cooperation is the conduct of joint cyber training exercises with Foundation CR14 using the SUTD-based Maritime Testbed of Shipboard Operational Technology (MariOT) system, scheduled for delivery by March 2025.
TalTech and SUTD will collaborate on research on the role of human factors in maritime cybersecurity, associated risks and mitigation strategies. We will also study the risks to port and shipping digital systems posed by the irresponsible use of artificial intelligence (AI) and the significant opportunities presented to cyber defenders through the use of AI-enabled technology solutions.
The MoU also seeks to develop student-academic exchange programs. The University will consider integrating the University's Cyber Simulation Center to expand the representation of networks, systems, and applications that can be simulated.
This memorandum is an initiative under the Maritime Cybersecurity Roundtable, led by SSA and involving MPAs and industry. Established in April 2022, the Roundtable aims to strengthen the industry's cybersecurity capabilities and cyber resilience as it becomes increasingly digital and interconnected.
In addition to leveraging maritime industry input in the development and use of the MariOT testbed to validate new cybersecurity technologies, this memorandum will develop a broad and specialized training curriculum for the industry and set training standards. It is also intended to configure and use simulation techniques. Accelerate learning and skill acquisition.
As previously reported, the Memorandum of Understanding industry partners will support mid-career career transitions and other youth talent attraction efforts, such as expanding cybersecurity-related curricula to include maritime operational technology (OT) systems at SIT and SUTD. We plan to create more career opportunities for cybersecurity talent. .
The launch of the MaritimeSG Shipping CyberSafe Scorecard, another initiative under the Maritime Cybersecurity Roundtable developed by SSA and supported by MPA, was announced today by the Senior Minister of State for Transport and Sustainability and Environment. Presented by Dr. Amy Cole.
Developed following the National Institute of Standards and Technology's (NIST) Cybersecurity Framework and industry feedback, the scorecard is tailored to ship operations. Ship owners and operators, including small and medium-sized enterprises, can now carry out a self-assessment through the portal. This self-assessment will help maritime companies determine the cybersecurity maturity of their fleet operations, identify potential weaknesses, and enable them to take early steps to reduce cyber risks. Masu. Prior to this launch, more than 30 maritime companies completed a self-assessment as part of SSA's pilot initiative.
