Opening remarks by Mikhail Mishustin:
Good morning, colleagues.
In his Executive Order on the updated National Goals, the President set the goal of forming a network of sustainable partnerships with foreign countries and building infrastructure for overseas economic activity, technological and industrial cooperation, and entry into new markets.
Last week, the government paid a working visit to Turkmenistan to attend the CIS summit in Ashgabat, held under Russia's CIS chairmanship.
Today, the CIS has become an effective platform for building multilateral dialogue, coordination and promoting common efforts in our macro-region.
During this year of Russia’s presidency, we will continue to do everything necessary to enhance the Union’s high status and expand our ties with other integration entities.
The meeting discussed in detail the main issues of the multilateral consultations, with special attention being paid to the pressing issues of economic exchange.
Important agreements were signed on expanding cooperation in energy, transport, the chemical industry, and hazardous waste management, and on cleaning up accumulated environmental damage. We will continue to take steps together to protect intellectual property and develop a national telemedicine system.
I am confident that the decisions of the CIS Summit will promote productive cooperation between our two countries and contribute to improving the quality of life of our peoples.
Colleagues, please closely monitor the implementation of the agreement in your areas of responsibility.
Supporting the fishing fleet is our next challenge.
The president noted that sanctions are hindering the construction of ships, with restrictions mainly affecting spare parts and equipment.
The government has allocated more than 3 billion rubles to overcome these difficulties. Subsidies will be provided to Russian organizations to partially cover the costs of building vessels at shipyards in the Far Eastern Federal District. A total of 13 crab boats are scheduled to be launched within three years, and the funds will be used to launch seven of them sooner.
It is important for the Ministry of Industry and Trade to provide the allocated funds to shipbuilders as quickly as possible.
Upgrading the region's bus fleet to ensure passengers can travel in comfort and safety is also a key item on our agenda. Improving quality of life is a key national priority.
In his address to the Federal Assembly, the president outlined a major plan to expand public transport in Russia's regions in line with environmental standards: Over the next six years, around 40,000 additional buses, trolleybuses, trams and electric buses will be introduced to the regions.
This year the government allocated 750 million rubles to the Pskov region to buy 25 buses with increased capacity, manufactured by the Tatarstan-based KamAZ company and specially designed for busy urban and suburban routes.
The expectation is that the addition of buses will reduce headway between motor vehicle traffic, especially at peak times, shortening commute times and also reducing operating costs through savings in fuel consumption.
We will continue to focus on these issues. We must execute on all of our plans.
Organized support for the community is another item on our agenda.
Many regions have been affected by natural disasters, such as the Crimean Peninsula, which was hit by a hurricane and heavy rains in late 2023. At the time, the government quickly responded to help restore housing, public facilities and engineering infrastructure to normal.
We have set aside more than 3 billion rubles from the budget to rebuild roads damaged by floods in six regions of Russia, including Crimea, Transbaikalia, Primorsky Krai, Khabarovsk Krai, Amur River and Irkutsk Krai.
Now, by directive of the President, we will provide another 2 billion rubles for these purposes.
Again, we are talking about the most widely used local, interurban and regional roads.
Recently, the Orenburg and Kurgan regions were hit by major floods. 9 billion rubles have been allocated for relief and disaster recovery. Many places were damaged and roads were washed away.
Mr. Khusnurin, it is important to hold them to standards, and I know you are working on that, but please keep this issue under your own control.
