In his 2020 address to Congress, the President set two short-term goals, and we have worked accordingly.
The first objective calls for the fulfillment of socio-economic development programmes. The second objective aims to improve the overall quality of state governance. Both objectives are inseparable. It was impossible to make significant progress in the economic and social fields without streamlining national governance.
Under the President's leadership, we will develop new, high-tech technologies that will allow us to quickly formulate and adopt considered decisions (coordinated at all levels of national power) and implement the most complex policies. Created an effective state governance system. attempt.
Dialogue with Congress became a critical component of this work. We have always made balanced decisions through constructive dialogue with representatives of the House and Senate, as well as regional, business, and professional and academic communities. Congress has been accumulating feedback from the public, and the president has consistently emphasized the need for this feedback. It also accumulated proposals to streamline laws to promote long-term national development. Together, we managed to overcome the coronavirus pandemic and helped millions of Russians stay healthy. Unprecedented sanctions were the next serious challenge we faced.
But we have not only adjusted our economy accordingly, we have also addressed our strategic goals. This has been possible thanks to the new quality of modern governance systems we have created.
I would like to express my sincere gratitude to all my colleagues, Members of the House of Representatives and Senators, for their constructive approach and support of most of our economic and social development efforts. We worked together to achieve many important goals set by the President.
The situation in which we had to operate last year remained very complex. External pressure on Russia increased rather than weakened. According to experts, the restrictions imposed on our country exceed the combined sanctions adopted against all other countries around the world. Today, they are working not only with our large enterprises and management teams, but also with foreign representatives, foreign companies and organizations, people who have not refused cooperation with Russia, who cooperate with us and joint projects that are not in their plans. It is also targeting people who really wanted to see it implemented. own selfish interests, but based on mutual benefit.
Despite mounting pressure, Russia successfully completed a difficult period of initial adaptation. According to Rosstat's preliminary statistics based on last year's results, Russia's GDP increased by 3.69%, which is more than twice the average value for developed countries.
