Scott Miller, former local finance official He, who has 40 years of experience in the field, is being considered to become South Pasadena's new finance director on an interim basis, the South Pasadenan News reported.
The agreement hasn't been signed or finalized, but “we're working on it,” said Luis Frausto, acting deputy city manager.

The news was announced shortly after the city confirmed the outing. Finance Director John Downswho Frausto told the city last month that he would be retiring on May 2, but said he was persuaded to stay on “for a limited time to help finalize the 2024-2025 budget.” Downs' role will transition from managing day-to-day financial operations to focusing on specific projects, with the budget becoming his primary responsibility. We expect his contributions to continue through at least June. ”
The city is currently scheduled to adopt a new budget on June 5, but its goals are increasingly uncertain.
According to reports, Mr. Miller served as the city's chief financial officer for seven years until 2015, and is credited with helping the city secure high ratings from three major credit rating agencies.
Mr. Miller then worked briefly as Chief Financial Officer of Broward County, Florida, and then with Urban Futures, Inc., a municipal services agency in California. In March 2016, he became interim chief financial officer for the City of Riverside, initially on a short-term contract. He became a Riverside employee in early 2017, but left a few months later. At the time, a spokesperson for the city of Riverside told a local newspaper that she could not say whether Miller's departure from Riverside was a mutual decision.
Prior to joining Beverly Hills, Miller was employed by the City of Palm Desert, the City and County of San Francisco, the University of California, Berkeley, and Turner Broadcasting System. He graduated from San Diego State University with a bachelor's degree in psychology and a minor in business administration, and earned a doctorate in public administration from Arizona State University.
