• The Senate Housing Committee approved the Transitional Housing Act of 2024 (SB 1395), authored by state Sen. Josh Becker, D-Menlo Park.
This bill would address California's housing and homelessness needs by expanding access to transitional housing at the statewide level.
The bill would encourage the development of transitional housing and clarify that relocatable non-multifamily housing is subject to streamlined zoning, reducing construction time and costs. Empowering local governments who want to build transitional housing by cutting out bureaucracy and speeding up approvals. Extending the deadline for existing streamlining authorities to provide local residents with confidence that existing tools can be used to address the homelessness crisis beyond 2026. Becker's office said it would release state funding for transitional housing.
It is expected to be submitted to the Senate Committee on Environmental Quality in April.
• The Assembly Committee on Environmental Safety and Toxic Substances has proposed a legislative bill authored by Rep. Diane Papan (D-San Mateo) to ensure transparency and accountability in the management of cleanup and abatement accounts administered by the State Water Commission. 2318 approved. The bill aims to address growing concerns over the allocation and use of funds aimed at remediating waterways in areas affected by pollution, Papin's office said. AB 2318 requires the State Water Board to issue an annual report detailing cleanup and abatement account revenues and expenditures. Papin's office said the measure would provide transparency and accountability in the allocation of funds and enable critical information to be provided to communities and stakeholders.
The bill is expected to be considered by the Assembly Appropriations Committee in the coming weeks.
