This is the third time in less than two years that an El Cajon man has been jailed for allegedly stealing a government vehicle.
The man most recently allegedly stole an unmarked F-Series pickup truck from the U.S. Border Patrol's Imperial Beach Station on Saturn Boulevard in Imperial Beach.
Customs and Border Protection said the truck was a Border Patrol service vehicle and was housing a sniffer dog at the time of the theft.
Several hours later, federal agents and San Diego police recovered the truck along Camino Del Rio North in Mission Valley. Still inside were the authorities' dog and at least one firearm and ammunition.
Sean Errol Farrar was arrested Friday night and booked into the San Diego Central Jail on charges including vehicle theft, grand theft of a dog, possession of a firearm by a felon, possession of a loaded firearm and impersonating a police officer. announced. to the San Diego County Sheriff's Department.
But this wasn't the first time Sean Farrar was spotted behind the wheel of another government vehicle that had been reported stolen.
Farrar was arraigned in Superior Court on July 14, 2022, on charges of robbery, criminal damage to property, theft of a U.S. Navy vehicle, and possession of a stolen vehicle that occurred two days earlier, according to Superior Court records.
Two weeks later, Farrar was charged with grand theft auto after he allegedly returned to another military base in a green F-350 truck belonging to Naval Special Warfare Special Reconnaissance Team 1 that had been stolen from Naval Amphibious Base Coronado. A summons was issued in federal district court.
The citation states that Farrar drove onto the base in a stolen vehicle to deliver a box containing what appeared to be human remains. They were not, the citation notes.
On August 12, 2022, Farrar was arrested in the Otay River Valley after being tracked down behind the wheel of a stolen Humvee.
The stolen Humvee had no doors, a gear bag in the front and an American flag in the back seat.
It was taken a day earlier from the same Naval Base Coronado.
Farrar, who was sitting in the back seat of a San Diego patrol car after his Aug. 12 arrest, said in an interview that he obtained the Humvee “under Joe Biden's executive order,” and said he obtained the Humvee “under Joe Biden's executive order.” He added that he is a contractor.
When asked why he stole the Humvee, Farrar countered, “This is a Navy SEAL facility, so if I stole it they would have shot me… They had a tactical advantage.”
On August 16, 2022, Farrar was again indicted in Superior Court on charges of grand theft of a motor vehicle and fleeing a peace officer by reckless driving.
Farah's anger, which appeared to be motivated to steal the vehicle, stemmed from the idea that the U.S. government was providing military equipment to drug cartels, he said in the same August 2022 interview. But Farah admitted there was no evidence to prove this theory.
Farah also said he worked for the State Department and the Department of Defense.

Farrar is scheduled to appear again before a Superior Court judge Thursday afternoon for arraignment on the current charges.
