Introduction Mexico published its first National Cybersecurity Strategy (ENCS) in 2017. Since then, its cyber policy has suffered from a lack of political prioritization during the presidency of Andrés Manuel López Obrador (AMLO), who was elected the following year. Absent reinvigorated presidential interest from his successor—who takes office in October 2024, after the election in June—there is little prospect that the ENCS will be comprehensively implemented or that significant progress will be made in addressing cyber threats.
